Abstract

This study examines regional disparities in women’s startup development across Indian states, with a specific focus on Bihar as an emerging ecosystem in a historically low-income region. Using DPIIT startup recognition data (2016–2024), Udyam MSME registration statistics, and the Startup India Factbook (January 2025), the paper constructs state- and district-level profiles of women’s entrepreneurial activity. A varimax-rotated factor analysis of nine ecosystem variables across twenty-five states identifies three underlying dimensions: ecosystem scale and investment, human development infrastructure, and gender-policy alignment. The findings show that Maharashtra, Karnataka, Delhi, Uttar Pradesh, and Gujarat account for nearly half of all women-led recognised startups, while Bihar lags in absolute terms but exhibits encouraging growth. At the district level, Patna dominates with 36.5 per cent of Bihar’s 10,639 registered startups, followed by Muzaffarpur and Begusarai. Fieldwork conducted in four districts complements the secondary analysis, revealing market access and credit constraints as primary barriers. The study concludes that Bihar’s startup ecosystem, supported by the Bihar Startup Policy 2022 and JEEViKA, is on a positive trajectory, though foundational deficits in education and infrastructure remain binding constraints.
